    The first thing you should know is that there are a lot of people frequenting forums and blogs that represent themselves as SEO Specialist but many of them come here to ask how to do SEO.

    The second thing you need to do is define what you are looking for. SEO is done on-site. What is often referred to as "off-site SEO" is not actually SEO but PR (Public Relations) and/or Marketing. Choose those you are looking for.

    Almost forgot; what is your budget? How many sites?

    Your going to find a ton of people that say they can do seo. I am willing to bet 90% of them use programs like snuke and so on. Which will end up getting your site hit by google.

    Best thing to do is hire local and teach them how you want things done so you can control what is and isn't being done.

    I think it is a better option to hire someone from freelancing site. I suggest you to hire someone from Upwork. Before you hire someone take a deep look on his feedback and reviews.
