I think the #1 would be university of Waterloo. They have web design. I've also heard that Apple, Google, Twitter, etc. take people right out of Waterloo because it's such a good school.

w3schools is a really terrible learning source. Most tutorials are missing things. I use codecademy. For more resources try w3fools.com. (I'm serious. It's a ligitamit site. Has lots of good sources)
