    On an Apache server I can use the .htaccess file to rewrite urls, i.e. a url:
    www.mydomain.com/contact
    gets converted to:
    www.mydomain.com/subpage.php?target=contact

    Is there an equivalent way of doing this on a Windows server using ASP?

    This is a pretty old post, but I happen to know the answer. Even if the OP has moved on to other problems, maybe this will help some other poor soul stuck on a Windows host. ;-)

    There are several different URL rewriters for Microsoft Internet Information Server, and you can find a list of some of them here (with discussion). The closest match to Apache's features may be IIS Mod-Rewrite, from Micronovae. It's capable of using .htaccess files, which I don't think the others are.
