    hi all,

    my workstation is a windows 2000 rig.
    and i am running apache2triad.

    i need a easy way to control outgoing bandwidth.
    the server is not connected to the internet, but i need the throttle to test some sites i am developing, against different connection speeds

    i searched for throttles, and i found some scripts. but were to be compiled....
    and most of them was for *nix systems.

    does anyone know a throttle that has a workable CP, which i can access from the browser itself. the server is full of data, and i cant afford to do a re-install now.....
