Question GoDaddy Website IIS7 Web.Config Help setting up.

Ok I have our website up and running everything is looking good but I did a speed test at pingdom and it's telling me that I need to leverage browser caching. Now I've spent the last hour searching Google for help or a walkthrough on setting up my web.config file on my hosting server to fix this issue but I can't find any really clear information on how to do this. I see things for Applications and I see some other information but I'm not sure if it's what I need to do or not...
If someone could help me with this it would be great...
Here's what I essentially need to achieve.

Leverage browser caching and Specify a Vary: Accept-Encoding header

I know that I have to remove a link to an image that I don't have anymore but I will get to that after this.

Here's a picture of my current score to maybe explain better what I'm trying to achieve.

Configure IIS 7 Output Caching : The Official Microsoft IIS Site

Your major caching on IIS is from dynamic content... static files are already cached, but you might see some small improvements ( don't count on it thought)

I personally don't give a lot of credence to 3rd party speed tools, as they aggregate multiple request and if for some reason the "HOSTS" is blocking anything, especially ICMP ( ping ), then the results are pretty useless.

All windows environment use ICMP to verify connectivity, but most networks I deal with block it at the firewall as it has no real use across the internet.

You wouldn't do the former through web.config. To the best of my knowledge, there isn't a tag or a subtag that will do that. Your caching would occur through the server-side programming language itself. There is a meta tag that allows for caching, but I've generally found support for it is flaky at best. I use it, but I never expect much from it.

how to use <meta http-equiv="Cache-control" content="no-cache"> | instructions how use Cache-control - meta tags seo search engines <--- here's the tag explained.

If you're looking for help with server-side caching, which is much more reliable, you'll have to specify what language you're using and someone can advise from there (hopefully).

As far as the accept-encoding header is concerned, this may or may not do the trick. I haven't tried it myself because I haven't had a reason to.

Specify a Vary: Accept-Encoding header in ASP.NET using web.config configuration.
