LOL, nothing will be a good host at that price. Check out DH though (review here) for $10/year which is 50 MB/5 GB/last time I checked ancient version of PHP/MySQL (don't know version).

All I can say is you get what you pay for. http://www.venturesonline.com/ and http://www.hostingmatters.com/ is what you should expect to pay +/-~%10 (that's a lot of symbols ) for the given bandwidth and storage.

Strange to see that much space but lower bandwidth.

What was the problem if you don't mind my asking?

For cheap hosts (but not quite the space you're looking for) I use Diamond Internet Solutions . My plan is $12/year for 10mb hosting and 1 gb of traffic, unix server w/ php, etc. Beware of cheap hosts, I just bought a second, larger account w/ www.icdsoft.com and I'm cancelling it because it's located in hong kong, and it's speed is no where NEAR my $12/year acct. Before purchasing hosting, ping their website, see what you get (just be sure they host their own site).
Also a cheap deal, but not one I can vouch for, is EDataRack , $2.95/mo for 300 mb.
I=Tranquil also has a number of plans for a few dollars a month. Do be careful though, if a deal sounds too good to be true, chances are in a few months the deal will be, because the host went under for overselling.

(I hope I didn't violate any rules for posting links to hosts, I am not affiliated w/ ANY of them)
