You're asking a lot, kid, and you probably won't find anything good.

Server-side programming languages take up resource. Quite a bit of it if done incorrectly, actually, although I suspect you'll probably be okay for the most part. So hosts generally limit functionality and/or resource usage. If you can even use PHP and Perl (never even heard of a free Perl host before myself), you'll probably be limited to something like 100 MB bandwidth per day or you can't use certain functions or things like that. Basically, free hosting will be very, very limited, and with good reason...if they offered you too much, you'd never pay for anything and they'd lose a buttload of money.

You're better off spending a few bucks a month for something decent and going from there. I know you're 16, but you might be able to find a host that will take PayPal and tie it to your bank account so you don't have to use your parents' credit card or anything like that.

I would suggest that you look at spending some money as this is not something that you will get for free. If you do find a place offering that for free then don't count on it being up and running all the time. as TheGAME1264 said get something decent and go from there.

http://www.hostgator.com/ - cheapest I've found - I don't host with them, but I have heard they are decent.
I host with http://www.hostmonster.com/ and find their support to be excellent.

My issue with HostGator is the affiliate forum spammer shills, although that's died down in the last year or so. It was going on for the longest time, though. From what I've seen of their hosting, though (mostly my father-in-law's site), it's decent.

    www.sectorlink.com <-- there's my pick, and here's why...

I answer a lot of questions on here. A lot. And I think it's a safe bet to say that I possess quite a bit of knowledge.
So when I ask a question of anyone and I'm looking for help, you can bet money that the question is going to be pretty left field and isolated. I don't come up with standard questions by any stretch of the imagination, and I've usually taken the issue pretty far before I've asked for help.

These guys actually answer my questions. They've even, on rare occasions, had the engineering department answer questions. I'm not really sure what the engineering department is other than it's the department that had to help me get Domain Keys working on my server, but if it takes an engineer of any sort to get to the bottom of what I'm talking about and they've got at least one engineer on staff, that's plenty good enough for me, and probably plenty good enough for you too.

$5 is better than free because at least there are some companies offering hosting at that price that offer some form of support and something decent. While we don't encourage such a host it is a start.

agree with the statement coz its better to have a cheap hosting service rather than free one. in free hosting the service is like nothing so its better to be cheap...

There are certain companies out there that offer very high quality shared hosting at the price of $1/month + $20/year for a domain. So for a little over $30/year you can get very good hosting.

    All the best, shovenose!
