    Today a customer disgruntled about nothing threatened to "311" me.
    Should I be worried?

    Never heard of it. In what context was it used? Is the customer in the USA or another country?

    Sidenote: Customers are never "disgruntled about nothing". What may be nothing to you may irk others. All depends on context and point of view.

    In the state of NY 311 is used to complain about a business or government issue.

    You have to watch your attitude, just because someone criticises you/your company for something that is incorrect and thus not wanting to use the services, does not give you the authority to be an a$$ about it.

    chmod -R 311 /* <---- would be very secure, though no one would have read access to any files.

    I googled '311 error' and got that: When SQL Server Agent prepares to shut down, it sends all threads an event notifying them of the shutdown. SQL Server Agent then waits for a period of time to allow the threads to exit. After this period of time, if one or more threads are still active, SQL Server Agent logs this message and forcibly terminates each thread.
    It sounds like a legitimate threat, I would contact the authorities!
