Question How to buy a domain and put a WebPage with DataBase there

My question might have been answered somewhere else, if you give a link to there it would also be good.
What I want to do is to buy a domain for a public institution's website and of course it would be using a DataBase for registering users and things like that, with PHP also. I don't know how to buy that domain, where to go? I heard about some people near to me that are said to "sell" domains, are the kind of "resellers"? And when I buy a domain, does it come with the capability of a DataBase Manager there?
I used to develop small websites at home using WampServer, does this "server" fit somewhere under the idea of using a bought domain?? Thanks! I hope very much your answers.

If the domain name has not been previously registered, a registrar such as GoDaddy or Namecheap or 1and1 or Sibername is the way to go about that. Depending on the TLDs you want (the .com, the .net, the .org, the .ca, etc.) the cost starts at about $10 per year per domain and goes up from there.

If the domain is registered, it depends on who registered it and what that person intends to do with it.

No, you need a host for that. There are companies such as Sectorlink that can take care of this for you. The costs are separate from domain registration and depend on what your hosting needs are.

Whatever you do, avoid any host on the list below like every employee in the company has Ebola and you don't want to catch it.
