for the colours im very very bad but as for the frames or tabless use tables (more pro looking)

Dark blue and orange and brown? U gotta show some swatches or something... There are millions of dark blue... (well, only a couple of hundred thousands on a screen, but what the hey)

As for tables vs frames I'd say css with layers... You can most probably get a shopping card snippet from hotscripts.com or something...

You can't break shopping cart design into what colors to use.

Designing something as complex as a shopping cart is a monumental task. I'm in the middle of a major shopping cart redesign at the moment, and can honestly say it's the hardest UI I've ever had to design. You can't just chop stuff together man...

You have to spend a long time researching many UI's and many Shopping carts. Notice what makes it look good, and what makes it look bad. Notice what's easy and what's hard...
