In the example you've shown it's possible for the background to be made up of a single photo then tinting/brightness properties etc applied in Flash to create the tween.

The two photos of the character wouldn't neccersarily need the bulk of the background texture in place; and could be cut out using a mask. The less you originally use, or the more you recycle in the form of symbols the less the final size will be.
