    Neither it is CSS.

    First I make a regular list and make hyperlinks to the pages.
    Wrap the list in a div and give it an ID
    Then with CSS I give the Div ID formating properties to control what happens. The CSS removes the bullet point, and the link/hover properties control what happens on mouse over. You can format the css a bit better than my example below to have different effects.

    The nav menu:
    <div id="lnavcontainer">
    <ul id="lnavlist">
    <li><a href="leisurearticles.asp?Section=3" title="Link to Sports Centres">Sports Centres</a></li>
    <li><a href="leisurearticles.asp?Section=4" title="Link to Parks">Parks</a></li>
    <li><a href="leisurearticles.asp?Section=5" title="Link to Walking/Cycling">Walking/Cycling</a></li>
    <li><a href="leisurearticles.asp?Section=6" title="Link to Activities">Activities</a></li>
    <li><a href="leisurearticles.asp?Section=8" title="Link to Eating guide">Eating guide</a></li>
    <li><a href="leisurearticles.asp?Section=9" title="Link to Accommodation">Accommodation</a></li>
    <li><a href="leisurearticles.asp?Section=12" title="Link to Pubs and Clubs">Pubs and Clubs</a></li>
    <li><a href="leisurearticles.asp?Section=11" title="Links to other web sites">Links</a></li>

    The CSS:

    #lnavcontainer { width: 120px;
    font-size: small;
    font-weight: normal;
    font-family: Arial, Helvetica, sans-serif;

    #lnavcontainer p
    font-size: x-small;
    font-weight: bold;

    #lnavcontainer ul
    margin-left: 0;
    padding-left: 0;
    list-style-type: none;

    #lnavcontainer a
    display: block;
    padding: 3px;
    width: 120px;
    border-bottom: 1px solid #eee;

    #lnavcontainer a:link, #lnavlist a:visited
    color: #000000;
    text-decoration: none;

    #lnavcontainer a:hover
    background-color: #FB8400;
    color: #fff;
