I'd put some padding or margins around your text/plans as they are bleeding into each other too much.

How did u design the site? Definitely not hand-coded. The code is absolutely shocking. Learn to use CSS, and keep it in an external file.
Never use frames. Add a hover attribute to all your links, so that the users know its clickable.
Dont use 10 different fonts all over your site. stick to 2, max 3 different fonts.

I agree with Mr C in that you should give some more space between the graphics and the text.
I don't care for frames, I like to use tables.
And as jbagley said, keep it to only a couple of different fonts. Keep in mind that not everyone will have the same fonts on their computer so try to use generic fonts.
Maybe use the same blue fade bar at the bottom too instead of the other olive color.
You might consider adding more keyword rich text if you want to optimize for search engine exposure.
I do like how it fits nicely in the standard window size 800x600 without having to scroll side to side (I hate that ;-))

I can not do anything about the frames because that's how the billing system works. There's a new api but that we just released and it's going to take some time because I can finsh coding the .php files for it. any more suggestion?
Sorry, there is not much else I can say ... I am not familiar much with api and php. I use html and FrontPage mostly and starting to work some with GoLive.
