Professional when used in moderation but a real pain to implement because of preloading.

Depends on how they're done. I almost always like CSS mouseovers (except when they involve bolding of fonts or other changes that alter the layout). Image mouseovers are about 50 - 50. I've seen as many cheesy and annoying mouseovers as professional ones.

I agree w/ filburt and transio, it all depends on how they're done. Done well, they can really spruce up a design, but if they are too big and bulky, they can destroy a design.

I think mouse overs are good, but if the are done 'wrong' or 'to much' they just get anoying. Like I can understand on a navigation bar, thats fine, but on every link on the entire page is to much.
do you also mean making the text links change when the mouse is placed over them?

I think mouse overs on text is ok, as long as I can still read it when my mouse is on it
I think they look nice in layouts. I dont know how to make them cause i havn't had enough interest in css or enough strengh to figure it out. Can i request someone to make a tutorial on them and css???
