Padding! You text is too close to your borders, this makes it look bad. You should have a minimum of 10 pixels padding on each side of your paragraphs.

Increase the size of your contact form.

Why do you have a left column in your home page with very little in it?

Also both of your portfolio sites are down, this looks bad. What would be better is when you click on a site you go to a bigger picture of it with the words "Click here to view site". This way no matter whether the site is up or down you potential clients will be able to have a good look at your design skills.

Yeah, padding. Do that first. Also I've noticed that people looking for web development companies like a lot of information about your services, especially if you target smaller companies which will think a lot before spending money. Try adding an "articles" section and whatnot.
Note on code: If I give code, please note that it is simply sample code to demonstrate an effect. It is not meant to be used as-is; that is the programmer's job. I am not responsible to give you support or be held liable for anything that happens when using my code.

    Welcome to Storm Design!
We are a new company aimed at serving top-notch web sites for individuals and businesses. No matter your needs, Storm Design is sure to be a great solution.
cocky bugger! i've gotta admit that the website im seeing isnt exactly 'top notch'
its not that its a bad website, its just a bit dull, i like the banner at the top but im not at all a fan of grey backgrounds, they seem a bit underwhelming.
i think i'd prefer the 'Welcome to Storm Design' title aligned to the left, in line with the rest of the site. Scrap the w3 valid logos and replace the pictures with simple text links, it looks like you're trying too hard if you keep the logos.
