Your site is CLEARLY not in a vista theme. Do you want advice on your current site, or a different one that has a vista theme?

Why do you create two similar menu bars?

The design is not bad. Just need some more enhancements.
Just a couple of thoughts here..
Any web design sites has their own Portfolio. Maybe you should create you own for your viewers and possible clients.
Thus, your main page has too much text contents that is boring to read all through out. You have the Services & About Us page for that.
And just like Andr104 mentioned, you can removed the upper nav bar. The nav bar below your header and at the footer is enough.

over all look is good, I will like to add another thing which didnt look cool to me was the alt test when you mouse over the menu. I will suggest to remove it.
