    Yeah, you can do it, but it'll have no design to it whatsoever. Or you'll have to use HTML5 beta, which isn't fully supported yet.

    What your client is specifying is what the web was in 1995 - a series of linear pages with nothing more than text, lists, images, etc.

    What he's probably ASKING for is tableless design with CSS. That spec requires the use of DIVs. He may in his ignorance of technology believe he's specifying what he wants in a tech savvy way, but the opposite is true.

    Your job now is to support your client with the proper information to help him make the correct decision.
