Not bad, very simple design. One quirk I see is that you have two banners. I think it would look nice if you combine the two, you're wasting alot of valueable space at the top.
Other than that, the site looks ok. The content is a little weird, but you're doing just what you say: playing around w/ html and css. To get a better feel for making a website, make a mock website on a subject you're interested in, or invent a product and make a page for it. Part of the challanges when building websites is presenting information in a clear and interesting way. If you have specific information to present, that can help you build a better site (and it can also make the process more difficult!).
The layout is good.. But I think you should add some other color to the green and white. It will be more interesting then.

[2] dont break header keep it whole - what do you mean ? originally i was using positioning so the content was actually the first thing in the html, but that has been fixed.. is that what you were referrering to?

[2] you have two header i mean you break your header into two parts first part of banner then a menu and then rest part of banner...

I kind of like the "2 banners".. I think it looks interesting.. Thanks for your comments though. I am still deciding about the background color for hover links though.
