    • Positive
    • Good layout of site, the content is organised into basic boxes. (only on homepage)
      Negative
    • You have used Times New Roman as the basis for the website, not a good font for use in Web Design, change this to Verdana, Tahoma, Arial, Helvetica, Trebuchet MS (used on this site).
    • Use of frames, a big nono in my book. The site good look just as good without frames.
    • Flashing. There is way to much going on when I load up the site, I have a flashing banner, plus four centralised flashing images as well as another flashing image on the left.
    • Your good content base falls apart after the homepage, all the rest of the pages are badly laid out and it does not, in my opinion look very professional.
Sorry if the above comments offend, it's just my honest opinion, 3/5.

I'd make the site viewable on smaller resolutions. Don't look the flash animation in the banner. And the navigation, try to incorporate some red into it. I'm not a fan of the light gray mouseovers.
