Yes for many reasons including it's annoying, users expect to see sites in normal windows, it can be blocked by popup blockers, etc.

what if you make a page in the main browser that they have to click a link to enter and clearly state a new window will pop up?

There are loads of sites that do just that. I personally find them annoying. What's wrong with centering it inside the main browser window instead?

jravenscroft: that's why I try to use liquid design and keep graphics to a minimum where possible. It decreases load time and keeps it viewable among the maximum number of screen and print resolutions.

A page design that uses relative values for everything instead of absolutes. WDF uses a static design meaning it looks the same no matter what size the browser/resolution is.
