You'll need a server-side language like PHP, ASP, JSP, etc...does your host have that?

Get one with PHP (at least version 4.2.0) and MySQL; there's a host forum here along with reviews in a subforum if you need help in that aspect

ziggy: any host that offers database access will do. The exact nature of your hosting will depend on what the site's for and how much traffic you're gonna get and things of that nature.

If you're doing something non-profit (game site, whatever), Brinkster offers ASP and MS Access for free (they don't offer form to email though, so for that you're stuck with a paid host). But again, it's a good free personal playground. As far as paid hosts go, you can pretty much go with anything right now. Just depends on what language you're comfortable with and how much emptier you can make your wallet.
If I've helped you out in any way, please pay it forward. My wife and I are walking for Autism Speaks. Please donate, and thanks.

If someone helped you out, be sure to "Like" their post and/or help them in kind. The "Like" link is on the bottom right of each post, beside the "Share" link.
