    Before I go too far, I know how to use wordpress....I know how to make pages, and put up posts and add media..but to me that is simple...What I want to know is how do I make it look decent?

    Is there a step by step guide on putting together a wordpress blog? Adding banners, and adjusting widgets and such? That is the one thing that always messes me up.

    There is actually a lot of beginner information on the WordPress site itself to learn the basics of tweaking your design, it's split into individual problems and how to solve them. Should give you a good starting point, at least.

    Make it look good?

    Html & CSS. You don't need to know PHP, but having a passing knowledge of it and the various call functions in the WP framework is really going to help. Otherwise, you'll likely be confused by all the PHP wrapped inside your html elements... Time and repetition will help. Oh, and bookmark the WP codex page
