This message sometimes comes up when people are trying to look at the site

Fatal error: Maximum execution time of 30 seconds exceeded in D:\Hosting\7189709\html\wp-content\plugins\gigs-calendar\gigs-calendar.php on line 28

It's not always the plugins that apperar in the error, sometimes includes as well
I asked the hosting company (godaddy) and they say I need to create a php5.ini file.
The hosting is a windows hosting account.

How do i go about creating a php.ini file and where does it go in the directory?

I wouldn't be an expert in php, so as much help and detail as possible would be of great help.

Would it help if i changed it to a linux hosting account?
