My advice is to remove the opaque-ness you have there.
That is causing the IE problem, and even with FF, it makes it hard to read.
The font is too small to begin with, but the opaque part makes it worse on my eyes.
Considering the content you have, there is probably not much you can do to make
the reading more interesting ... a lot of mundane information. Maybe you can find
a better font, (and larger font), make it easier on the eyes, and do some tricks with
white space to make it easier and more enjoyable to read (if that's possible).
