    Now on the other end of the spectrum if your willing to spend thousands of dollars to point and click and get overly bloated code... Adobe software is the ticket.

    for beginners go for Wordpress or Joomla you dont need to know any coding and its 100% free with a million tutorials on the net :)

    That's certainly an option if you just want to put a site together with minimal fuss and knowledge but if your question is referring more to what tools you will need to build a site with code you have written yourself then mlseim's response is the better option. Do a google search on free html editors and pick one that suits you. There are other reasonably priced pay for programs available like microsoft expression. If you want to also add web graphics then I would highly recommend adobe photoshop. It's costly but it is by far the most superior photo editor and paint program available.

    As for learing how to use all of these, write html/css there are plenty of useful resources on the web that can help you on your way :)

    Sounds like my ideal plan. I'm older with an engineering background but not interested in learning a bunch of details. I'd like to try a few quick implementations. Thanks for the direction!

    IETester is also very useful

    I use MS Visual Studio Pro. There is a free express version of MS Visual Web Developer but I have not used it. What makes it nice is the Intelesense for when you code it gives you suggestions if you are unsure. You can also use the design view for creating without typing any code, but this limits the scope of the site you are designing. The main reason I like VWD is you can create pages in HTML, or ASPX for a more dynamic site, with a VB.Net backend for certain funtions that HTML does not offer.

    I tried out the express version of VS and it seem to have all the important features, but I never went too deep so I don't know what is missing.

    I personally like Sublime Text 2. It almost has a like shareware philosophy. It's free to use, but every so often you'll get a pop-up.

    For the design phase, I use InDesign. But you could use virtually any image software for that.

    I love using the web inspector in Google Chrome, which is virtually the same as Firebug.

    Gimp - For graphics, images and designing a layout
    Inkscape - If you are into vector base designs
    Komodo Edit (personal favorite) - If you are serious about web development

    They are all free, Komodo has a paid version.

    Adobe Dreamweaver is one of the best: It is only going to bloat your code if you do not know how to write your own css, markup, and script.

    Adobe Dreamweaver: $400
    Komodo IDE: $382
    WeBuilder 2011: $50.

    the paid software offer a bit more features, but if you are a new user you will most likely never use any of those advance features.

    I die a little inside every time I see someone recommend Wordpress. It's great if you don't need to actually look at code, but it's horribly designed under the hood. The Loop is the most bass-ackwards thing. No other software goes through that kind of contortion.

    If you're going to use pre-fab software, go with Joomla or Drupal. Hell, even PHP-Fusion. It's ugly on the outside (at least, it was 5+ years ago), but damn simple to use. And it doesn't employ a design that nothing else uses.

    Have you actually worked with it? It's as incredibly simple or ridiculously complex as you want it to be. The entire thing can be 2 lines of code.

    Joomla follows a more standard process. Not that I enjoy working with it (hello globals popping in and out of everywhere, and an over-reliance on stdObject), either.

    Of course I have. One of my current clients is using it, and I did a subcontracting gig with another developer on another project that used it. I had to do a fair amount of hacking to get it to do what the client wanted.

    The loop itself is a mix of both application and display logic. Yeah, it works, but it's certainly not the cleanest way to do things.

    There are many tools which are used in creating a web design,gimp2.6,Wix in this we have can drag and drop functionality,kular for generating themes.
